We learn typical timing from homes that have already reached each milestone. For every kind of construction inspection, we measure the 75th-percentile time from that inspection to the building's final inspection. We then add the typical time from the final inspection to the Certificate of Occupancy.
Optimism adjustment: the homes finished so far are the fastest builds, so the raw history runs optimistic and will lengthen as more (slower) homes complete. To correct for this bias we extend the projected remaining time by 30%.
These are rough, data-driven estimates and in no way should be used to make important decisions. They will shift as new permit and inspection data arrives.
